Pune: The Inspector General of Registration and Stamps (IGR) will soon receive a report about the violations of Real Estate Regulatory Authority (RERA) by developers, especially in the gram panchayat areas adjoining the city. A four-member committee has been formed for this purpose to conduct a detailed enquiry(RERA Violations) into the illegalities of the constructions that have sprouted in and around the city.
Around 3 lakh documents were registered at the 27 sub-registrar offices in the city last year. Maximum registrations were done at the Manjari sub-registrar office. The committee will scrutinise at the sub-registrar offices and submit its report to the government.
An average of 2800 documents are registered at each sub-registrar office per day. The documents will be scrutinised for any violation under RERA and Maharashtra Prevention of Fragmentation and Consolidation of Holdings Act. The Committee will submit the report on violation in property documents registered in Pune City from October 2019.
Investigations had revealed that about 3,000 buildings in Manjari Budruk area in Hadapsar were found to have flouted construction norms and erected by obtaining fabricated, backdated commencement certificate and building plans. Of these, 1,134 buildings were constructed on wasteland.
Legal experts said, as per the provisions of the Registration Act, no document can be registered without the sanction and permission from the Competent Authority that is PMRDA. If any construction or development is carried out without any such permission or sanction, such development is illegal and therefore the Sub-Registrar can not register such document.
State IGR Omprakash Deshmukh told that the report has been submitted and they have sought for more time. “It is just a preliminary report. Nothing can be stated as of now till the full inquiry has been completed” he said.
